PVTIME – On 14 January 2025, the US Department of Homeland Security (DHS) announced that it had placed 37 companies from China’s mining, solar and other industries on the so-called Uyghur Forced Labor Prevention Act (UFLPA) Entity List.
In the solar industry, five affected companies are concentrated in the upper reaches of the supply chain for polysilicon production, metallurgical silicon production and quartz mining, including Donghai JA Solar Technology Co, Ltd., Hongyuan Green Energy Co, Ltd., Jiangsu Meike Solar Technology Co, Ltd., Baotou Meike Silicon Energy Co, Ltd. and Shuangliang Silicon Materials (Batou) Co. Notably, Donghai JA Solar is a subsidiary of JA Solar Technology, one of the world’s top four solar module manufacturers.
According to DHS, this is also the largest single addition to the list to date. This addition brings the total number of companies on the UFLPA list to 144. The addition to the list is effective from 15 January 2025, at which point US Customs and Border Protection (CBP) will apply a rebuttable presumption against entry into the US market for goods produced by listed companies.
In 2022, the year the UFLPA was introduced, US CBP seized around 2GW of modules worth around $700 million. Over the past two years, seizures have increased, with more than $1 billion worth of product seized in the first half of 2024.
